All my BGCs paid for via NNA have also been handled by Backgrounds Online.
I don't believe NNA has the staff or expertise to do background checks on their own, so it makes sense to me that they'd contract with a company that specializes in that service to handle it. I would be very uncomfortable about it if they were doing these on their own in-house!
