LYo, I did not mention "faulty docs." 500+ individuals visit that 12th floor petri dish with notarized documents, and more than one in four are turned away (after traveling sometimes hundreds of miles, fighting traffic to get to Korea town, and paying expensive parking fees) only to be turned away at the counter for a notary error. Yes, this is to obtain a $20 apostille.
