It IS targetting Trump, but a law mentioning only one individual would never stand up to a court challenge - which is why Cuomo refused to sign it. By expanding it to cover politicians in general, it also could be used against Chuck Schumer, Kirsten Gillibrand, every member of the NY House delegation, every member of the NY Legislature, and every elected or appointed official in the state - including Cuomo himself.

Would it be used against them? Probably not, unless Congress requested their returns from the IRS for some reason and a Treasury Secretary like Mnuchin - who doesn't seem to understand the difference between "shall" and "may" - were to refuse to release them.
