I don't recall that he ever pushed for higher rates, but if you could cite a source or two I would appreciate it.

As far as I know (and I may be wrong, and will admit it if I am) he has always advocated lower interest rates. The bottom line is that he doesn't understand economics other than how rate changes might affect him personally. The reasons WHY the rates might change are a mystery to him.
