The really wild part is the FEMA accepted the bottles, determined they were up to spec, and shipped them to the states. It was the states who realized these were unusable. This is similar to what happened after Hurrican Katrina, when FEMA accepted mobile homes to be used as temporary housing that couldn't be used because of chemicals in the walls (I think it was formaldehyde if I remember correctly).
