Nobody is lacking ventilators or PPE...Right now testing far exceeds the capabilities of processing them.
He gave the Governors more, if not all the power they need, so it's up to your state if you are not seeing any results.
The only difference I see is his order of things is waiting for a vaccine before opening up the country, and he'd rather see hundreds of thousands of unemployed people who are losing everything.
