I'm not sure we know anything about how or if this was created for sure, except that focusing blame does nothing to fix it. Once Covid hit our shores, it became our problem to address, just as it has been with every other country in the world. Leaders of some other nations focused on solutions rather than blame, and many of them have managed to keep their numbers of infections per capita very low. (Our numbers are among the worst in the world, if not the number one worst.) The most successful were those who took immediate, drastic action.
We should be focusing on learning from those who have achieved some level of control about what steps have been effective, not pretending that it's going away and focusing on whose fault it is. (BTW, I'm not suggesting we just ignore any responsibility for its initial spread, however it originated. But that's a separate issue.)
I do agree with your second paragraph, though. Maybe we could learn a thing or two from our neighbors to the north in Canada. They seem to be more cooperative and caring about their fellow countrymen than we are.
