When does the border become a crisis?

According to the DHS, not Trump, not a conservative narrative, the August numbers for crossings was over 200,000 people and normally those numbers are down. 12,000 immigrants areliving in squalor under an overpass in Del Rio. So why the increase? Is it because this administration doesn't care about its' citizens and wants the borders open?
When does it become a crisis?
Joe doesn't seem concerned. He is on vacation riding his new Schwinn stingray..."weeeeeeeeee!" down the street.
Harris doesn't seem concerned. She got to do the coin flip at her alma mater. "weeeeeeeeeeee!"
