What does Newsom's $97 billion surplus mean for California?

The state has collected $55 billion more in taxes than officials expected in January, leaving it with an estimated $97.5 billion surplus. That means Newsom, a Democrat, has tens of billions of dollars more to spend on new and existing initiatives as he seeks re-election in the fall.

So why don't they put that towards their electrical grid, trimming the underbrush so the fires aren't uncontrollable, and figure out what they are going to do in areas of water shortages, farmer's irrigation, and crops?

Why is CA so far behind other states when it comes to the basics such as this? If they have that much extra money, I would want to see it going towards those basic necessities as a taxpayer.
