Well, if you are seeing this in the political arena, just think about what is happening in mainstream employment.
Fake it until you make it. Street smarts vs book smarts.
You know Hollywood actors get paid the most for lying in life. The BIG LIE gets them famous and pays extremely well for playing pretend, they make it believable. If you are an actor playing a surgeon, you are probably making more money than the actual surgeon.
I guess this is nothing different in the political arena, and probably will knock your socks off in most companies if you only knew.
