I know as much as you, and that's not much, just speculation. Just because a wastebasket or an old copy machine is stored there doesn't mean it isn't locked or is getting visitors. Next, you will imply the copy machine was used for copying this top-secret material.
Just because the indictment says "most" that means not "all" and proves nothing. This was a bathroom not technically a designated storage area. Is that included with what they meant? Whatever way you want to spin it, you can. That goes both directions.
