Pharmaceutical “bend us over”

It’s been 5 weeks since we got COVID booster and will be 2 weeks before we do the New England states leaf viewing. We stopped at Walgreens for our flu vaccine. Couple ahead of us filling their script. One inhaler WITHOUT insurance is $17,000 and $5.00 with insurance. Explain how this is legal on pharmaceutical part
