| I believe Mike is correct. The way I understood it from my high school days is that until the residents vote for statehood, the PR citizens are basically Americans with all the benefits (except voting for pres, etc) without the obligations (i.e. fed taxes). In today's terms that may sound like a dig at them but it was never meant to be; just a shorthand way to describe the relationship and to understand that they are fully Americans. |
