and now have no idea where I found it! The forum "reconstruction" is a bit weird.

VA State Bar says the same thing in this neck of the woods (http://www.vsb.org/site/regulation/upl-guidelines-for-real-estate-settlement-agents).

It's been challenged and addressed multiple times, most recently by BOI's proposal to amend regulations governing settlement agents (I will post June's SCC Order out of Richmond if requested).
