I exchanged emails with Tanya Marshall, State Archivist, in 2013. In Vermont, the Archives section of the Vermont Secretary of State's office is responsible for maintaining records of who has been appointed a notary by the assistant judges of the various counties. She confirmed that because Vermont has passed the Uniform Electronic Transactions Act, electronic notarizations are allowed in Vermont. However, no rules have been established setting out how a notary would go about performing an electronic notarization.

Except for having to write down the certificate on paper with ink, the requirements would be the same as a traditional notarization; the notary would still have to meet in person with the person who is requesting the notarization.
