Under the Real ID Law [Federal] which has been in effect for over a decade states must see a birth certificate and/or other things to issue a Drivers License. Not needed for renewals, but, his having expires, this application is not a renewal.
About 10 States are not in compliance. Illinois just started complying 7/1/16.
This dates back to the fears after 9/11. Homeland Security and TSA issued many extensions but Illinois only got in line when they said no more extensions and people found out they could not get on airplanes. As soon as we began to comply, the ban was lifted. |
