Seems like paper cost has gone up

I always got Staples deals, anywhere from $9.99 to $14.99 (pay full price, get a VISA card rebate). In the past month I haven't had seen one offer for paper under $27.99. Have they stopped these deals? Paper cost has gone up considerably.
