It does NOT have to be a person who is legally authorized to marry people who conducts a vow renewal.

As long as a couple is already legally married, anyone can stand with them to act as their officiant. They key here is to be certain that the couple really is legally married.

A vow renewal ceremony looks approximately the same as a wedding ceremony. Some couples use a vow renewal to hide the fact that they were legally married secretly, so they want the vow renewal to look and sound like they're just getting married.
