always have them sign the top line on the 1003. Also, the spouse does sign next to the veteran on the bottom of that last page of the VA Loan Disbursement form, unless they're not on the loan. If that are on title only they do not sign, only if they're on the loan. Obviously, the spouse is on the loan or there wouldn't have been an application for him/her. I hope this helps.
