The citation from the OR Notary Guide gives a much better explanation of UPL, IMO, than the CA Handbook. So thanks for posting. As a general rule, I never get involved in providing any kind of document to a signer. It might have been helpful, however, if the OP had clarified whether or not this was for personal use or something else. That can make a big difference.
