DR-228 form for Florida

This is a new one for me so maybe some can help me with this form.
I was told this form needs to be signed and filled out by the borrower's if they are signing a
note in Florida for a property in a Different state and that they have to pay a tax to Florida for signing a note that is for an out of state property?
I have completed hundreds of signings that were not Florida properties here in Florida and
no one has ever sent or asked that this form be filled out. What am I missing is this a new law?
