Closing Disclosure

I thought non-borrower spouses have to sign the CD since it replaces the TIL. All of the title companies that I work with do so, except one. The first time that they didn't have the NB spouse on the CD, I called and asked if I should have her sign. They said no, it wasn't necessary.

I would appreciate input. If I am correct, is there something in the regs that I can refer them to?
