I probably would have used blue for myself and black for the signer if I had the choice- do you have a copy of that form where they state it read black was to be used only? Of course it's up to them but absent any written instruction to use one over the other I'd probably assume you're granted the liberty to use your choice as long as it doesn't smudge and is dark enough to read. I wouldn't use other colors.
