I'll bet McElroy's goal is to eliminate the notary altogether. This short article from the link above is a big clue:

He's talking about ID verification, but there's not a single mention of notaries. Of course, that article goes back to November, 2015, which may be the best news of all, since I've read very little about that concept since then. But I believe it's a pretty good hint as to where his thinking has been going.
