The US Supreme Court decision that threw out the requirement in Texas that a notary be a citizen may be found at

Since that case was about a law that required a notary to be a US citizen, we can't be 100% sure the court would find a law that permits permanent resident aliens, but not other aliens certified by USCIS as being able to work in the US, to be unconstitutional.
