In most states, the land survey is recorded in the same government as the deed. I don't know about Florida, but many government recording offices are not ready for electronic documents, and still require paper.

In my state, deeds, surveys, mortgages, etc. are recorded in town clerk's offices. The town clerk will examine the deed, and see if it makes mention of a deed after a certain date (the year a certain law was passed). If the deed isn't presented together with the deed, or already on file, the clerk will refuse to record the deed without the survey.
