Every state I know of allows credible witnesses, as described by Janet. However, some of the states require not only that the credible witness know you, but that the credible witness and the notary know each other. Ask a Washington notary if this is a requirement there or not.
Every state except CA allows a notary to notarize for someone they are personally acquainted with, with no further ID. So if one of your friends or colleagues in Washington is a notary, you're all set.
Minor point: don't say that you're getting the birth certificate from the hospital. You're getting it from the appropriate state agency. I don't know if they still do it, but in the past hospitals used to issue their own birth certificates. These, not being issued by a government agency, are nearly useless. The one you want was most likely filled out by the doctor with clerical assistance from hospital clerical staff, and transmitted from the hospital to the state agency, but you get it FROM the state, not from the hospital. |
