My understanding:
For quite a few years, electronic notarization has been lawful in Vermont, but only if the singer appeared physically before the notary. The state didn't have any rules about exactly how electronic notarizations would be performed. Any notary could do it.
The new law, for most purposes, goes into effect 1 July 2019. I think the authority to perform in-person electronic notarizations continues until then.
Most of the important details about RON will be in rules made by the Office of Professional Regulation. They are supposed to put these in force by 1 July 2019. If they don't meet that deadline, all electronic notarization by Vermont notaries, whether in-person or remote, will be forbidden. |
