A quick google search turned up numerous links ranging from the NNA, to Lexology, to ALTA, to the post below from an Ohio legal firm, announcing the "new law" in Ohio authorizing RON. Granted, the SOS may be accepting comments to use in tweaking the legislation, but it sounds like RON in Ohio is a done deal.
"The law was signed in December 2018 and is scheduled to take effect on September 19, 2019.

The Ohio Secretary of State, which is responsible for regulating the practice of online notarization in Ohio, is tasked with announcing further rules by September 19, 2019, the date the new law takes effect.
