The reporter does seem like a twit, however, Ohio is not big on punishing notaries.
We are the only state in which the county bar associations oversee the notaries; not the SOS. Each county has it's own rules and choose how to train.
Some of us have a test or a class or no test and no class. The prices also vary. The background check also varies.
It's a total mess.
The "Notary Modernization Act" is happening this year, which will standardize our crappy system here.
