Their service might have been working as designed. I think Montana allows a remote online notarization of a paper document, but that state is not a significant part of the marketplace for notarizations because they have strict limits on what kind documents can be notarized, and the methods the notary can use to identify the signer.

Except for Montana, the result of a remote online notarization is always an electronic document. If the entity receiving the document insists on a paper document with a wet-ink signature, the electronic document is useless.
