Once again there is a lot of confusion about I-9's. Here

in VA notaries are instructed not to do them--of course, there's no notarization. I did start doing them because it's about people's jobs.
Also, every one I've done is for a US citizen, so it's not an immigration issue either.
I-9's are usually very simple & straightforward. I know they tell them to find a notary because we're familiar with verifying identification.
