This was going on during the mortgage crisis in 2007-2012 or 2013, and a lot of states put laws on the books prohibiting these companies from charging large upfront fees. Instead, they could only charge the full fee after they completed the contract. Those laws are probably still in effect, but after so long, no one remembers. |
