No, it doesn't. Where are you getting this from? Are you seriously claiming that this 1948 decision overturned Marbury v Madison, which is the decision that established the process of judicial review?? Can you provide cites with a specific reference overturning Marbury v Madison? Or is this just your opinion?

The courts can review ANYTHING the Executive branch does if it's challenged in a lawsuit. That's the way it has worked since 1803 - Donald Trump doesn't get to change it.
