Kim is doing that in response to Trump's goading, and Trump keeps raising the ante every time someone questions why he is goading him. This is like two kids in a schoolyard taunting each other.

Kim has a history of making empty threats. We're perfectly capable of defending ourselves and our allies if he actually ever does something, but President Trumplethinskin has an over-sized ego that forces him to lash out at any perceived insult and he just keeps escalating the rhetoric even as his staff is trying to calm things down. NK will probably not launch those missiles - they don't have that kind of accuracy yet. But saving face is very important in the Asian cultures, and there's no telling what Kim might do if backed into a corner.

So, yes, NK launching missiles in the direction of Guam could get a lot of people dead - but if it happens, Trump will have to share the blame for triggering it. All he has to do at this point is STFU and let our military do the talking if it necessary.
