As of this moment, my state, Vermont, allows notaries to perform in-person electronic notarizations, but does not allow us to perform remote (that is, webcam) electronic notarizations. But if you were to look at some of the companies that provide enotarization platforms, you would get the false idea that enotarization is not allowed in Vermont. For example, see this web page, and look at the map about half way down:

So my question is, how did your friend know that enotarization was illegal in the state in question?
