Rather than write "the NJ State Notary Public Manual has been updated to reflect that NJ Notaries MUST accept a VALID ID" it would be more accurate to write that NJ notaries must not rely on ID that is invalid (if you believe the manual). There is nothing in the revised manual that says the notary MUST accept the ID if the notary, for some reason, doubts that the person who appears before him/her is not entitled to use the name that appears in the document to be notarized.

It would also be better if the authors of the manual had indicated where in New Jersey laws or administrative rules the requirement for ID is set out. For all we know, the so-called requirement might just be the personal opinion of the author of the manual.
