Possibly to get their foot in the door - at least that's what I've heard. This could be a smokescreen. A couple of the folks on that list potentially have a great deal to gain (i.e. a huge chunk of all notarizations that take place) and seem to be in this for the long haul. This could be part of a long term strategy, making little inroads that don't rock the boat enough to get attention, but next thing you know, they've got everyone with power convinced that this is no big deal. I agree with Lee/AR that this time it's serious. They're not giving this up easily and are prepared to do whatever it takes to make this happen.
Did you notice that no one seemed to mention any concerns about fraud or coercion? I would think that would be at the top of the list!
