You make some good points, particularly about the potential accuracy of the thermometers, but the fact is that all manner of businesses are asking their customers and employees for a temp check before they are allowed to enter the building. I don't see it as somehow crossing a line if a notary does it before entering a home as long as it's done respectfully. I doubt that very many of these business owners are medical professionals - they most likely got guidance on what qualifies as a fever, which is technically 100.4 and over.

"Normal" body temp is 98.6, but it can vary during the day. I usually register below that on my doctor visits when an under-the-tongue thermometer is used, but on my last two visits to the clinic when they used a forehead thermometer I pegged a 99.0 both times. No one was the least bit concerned with that. When I got home, I checked my own temp and it was down in the range that is normal for me.

So that speaks to your points about the accuracy of those types of thermometers and that if you're gonna do this, you have to know what to look for. You can do that by talking to a nurse or even your local EMTs.
