authority - they need to consult an attorney for the proper procedure. I know here in FL there's a procedure to revoke the current AIF before appointing a new one - otherwise you have two (or more) conflicting POAs floating around...which can lead to some serious conflicts.

Turn this job down, you can't provide forms or advice on procedure, and refer them to an attorney
