MIA regulates the Title Companies/TIPICS (me) to abide by Maryland law, they will not help a subcontractor collect monies owed. They regulate how/when the title companies disburse funds off the CD/ALTA and regulate the escrow accounts. His only recourse would be to email everyone at the title company threatening to call the seller to make sure all funds were disbursed as agreed and to file a complaint with MIA for non payment. They don't want an audit.
