It would seem that they meet the statutory requirements for you to open your journals. From the email you described your should be able to !) determine the month and year of the notarization, 2) determine the nature or title of the document and 3) determine the name of the signer(s). Just send them the entries or an explanation that no entry exists and move on. You really don't want to make a big deal about a journal request.
