I would assume that means title/escrow. As for the question, if this market is imitating what happened 10 years ago, and companies are already reducing staff, many seem to eliminate the most experienced (and most highly paid) first. Or it could mean that they're trying to get more production out of top people & hiring support staff to handle all misc stuff. Aso could just be a fluke.
