In Virginia the application for an ecommission requires information from a provider. You must sign up with a provider in order to complete the application. That provider acts as a platform from which you can remotely notarize a document. Your commission IS your authorization to remotely notarize a document and the platform is the tool you use to accomplish it. I can and would notarize the document as long as the signer is able to answer the identification questions which are based on his US history and I am satisfied he is aware and willing.
If it is a recordable document, the attorney would need to verify the county accepts RON docs prior to notarization.
RON is like a snowball going down hill. It is a slow start but it will pick up speed. Better to figure out how to make it work for you that get run over by the snowball.
