This should have been listed first, because without this, none of the rest matters. As long as state X allows remote notaries physically located in another state to perform notarizations for a signer located in state X, it's a race to the gutter. All notarizations will be performed in the place with the laxest regulations and oversight. Where do I think most remote notaries will be located, unless the above quoted requirement is enacted by every state? India.
