I think we're making unjustified assumptions on fee accepted

Just because it's the last fee we SAW, doesn't necessarily mean someone actually accepted it. For example,
Offer is $25... 3 notaries respond at various HIGHER fees. Making this up for simplicity: #1 counters @ $75; #2 counters @ $100; #3 counters @ $125. So, with no takers @ $25, #1 will get the job @ $75. However, IF #1 says $75, but need time change; #2 say $100, but need date change; it's quite possible that #3 will get the job @ $125.
