Our Handbook states:

"The Secretary of State reviews and approves courses of study. These approved courses include all the material that a person is expected to know to pass the written examination."

So I'd hope that part of their review of the curricula of those who want to be on the list of authorized trainers includes ensuring that any sample test questions have correct answers before they get approved. I also assume that potential trainers are given some kind of guidelines, but I don't know that for certain.

Given your position and what you're trying to do, you might be able to directly reach someone in the Notary Division at the CA SOS office to find out more about how they handle the process at their end.
