I was a notary in NY before moving to TX, and the short answer to your question is yes. The section you cited to Cheryl talks about what notaries who are also attorneys can do, but it starts with a list of what ALL notaries in NY can do before getting into specifics about attorneys.
If you live in the metro area (NYC, Long Island, Westchester), by tradition - not law - you are limited to doing refinances, HELOCS, and CEMA loans. Purchases closings in that area are handled by attorneys, and while there is a notary present at the closing table, he or she represents the title company and is responsible for verifying that the title is still clear. Upstate, outside the metro area, can and do handle purchase closings without an attorney supervising, although an attorney has to draw up the contract.
