It's probably fair to say that for the fee they're willing to pay, they're not hiring us professionals. As you say, we won't accept those fees. So all those detailed instructions are probably necessary. Very sad! My best ss clients, though, don't play those games and I'm still getting the same fees as I have been - although in a different world, I'd be raising them due to all the increases in expenses...
I've also noticed that some of the decent companies I used to work for sporadically seem to have been lowering their fees. I got a call yesterday from one who wanted a scan back for what I charge without. It's for next week, so no idea how large the package will be. I have a potential conflict anyway (a family event) which I might have been able to work around, but it just wasn't worth it to me.
In the meantime, I'm focusing my efforts elsewhere and trying not to get caught in the trap of being lazy and wasting my time - which I can be very good at!
