I think it's a law in most states. In VA in my immediate area, there are hundreds of notaries advertising their services on a Google profile and on their own website, and yes, it's very common. I see lots of couriers advertising notario publico. Here's one in the county I live in: https://locations.theupsstore.com/es/va/herndon/2465-j-17-centreville-rd/notary
